As of the 1st of August 2007 it became mandatory for all estate agents to ensure a Home Information Pack is available to prospective buyers on all residential properties with four or more bedrooms. This was later extended to three bedroom properties on the 10th of September and will more than likely cover the whole market by the beginning of 2008.
At the time of writing (November 2007) it is permissible to market a property before the HIP has been completed on the basis that a pack has been commissioned. It is essential that Estate Agents are fully prepared to manage the additional responsibility of Home Information Packs with the minimal distraction to their core business of selling property.
A key factor for estate agents will be the time it takes to obtain a completed HIP, it is likely that as of 2008 a completed HIP will be required before a property is marketed.
